Full-Time Director of Procurement Services

Job Description

The Department of Procurement Services at Old Dominion University is seeking candidates for the Director of
Procurement Services (full-time, 12 month) position. This position will provide effective leadership in directing all
aspects of Procurement Services in order to achieve the strategic goals and objectives of the University. The Director for Procurement Services reports to the Associate Vice President for Financial Services and is responsible for all administrative and operational details of the procurement of goods, services, construction, contract administration, electronic procurement systems management (eVA and Banner e-receiving), purchasing charge card (PCard) management, surplus property sales program, revenue contract development, and all aspects of procurement compliance. The position responsibilities include: developing policies, procedures and business practices that improve administrative efficiency, accountability, and compliance within Procurement Services and to recommend policies, procedures and business processes that relate to the procurement function, as well as other areas of the University. In order to accomplish these goals, this position communicates with internal and external customers to identify their needs in order to provide quality customer service in all aspects of service delivery. The primary goals of this position are to ensure best value contracts, to increase efficiency and effectiveness of business processes, and to be proactive in meeting the needs of University departments and remain in compliance with all Commonwealth procurement laws, policies, regulations and Level II criteria.

Required Education: Master’s degree in public administration, business administration or equivalent business related degree from an accredited institution of higher education. Bachelor’s degree in public administration, business administration or equivalent business related degree from an accredited institution of higher education with equivalent combination of experience that equates to a master’s degree may be substituted.

Required Qualifications: Significant related experience in a major state or local governmental agency. Professional designation, such as Certified Public Purchasing Officer (CPPO) or Certified Professional Public Buyer (CPPB) or Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CSPM). Significant work experience providing responsible administrative, technical and analytical support in an environment of similar complexity. Demonstrated experience in managing procurement services staff in a comparably large and complex environment. Extensive knowledge of state and/or local governmental procurement laws, policies and procedures. Demonstrated ability to interpret, communicate and apply complex procurement regulations, policies and procedures. Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in and outside the University. Excellent computer skills and proficiency with a variety of computer applications and e-procurement tools. Ability to negotiate complex contracts. Ability to solve difficult procurement problems within statutory guidelines. Ability to develop and monitor operating budgets. Excellent verbal and written communication skills. Excellent customer service skills. Excellent analytical skills. Excellent presentation skills.

Preferred Qualifications: Certification by the Commonwealth of Virginia as Virginia Contracting Officer (VCO) or Virginia Construction Contracting Officer (VCCO). Experience with Banner. Procurement experience in higher
